Sandbags are great for keeping out water to prevent flooding and to hold down tarps that keep out bad weather. Also, sandbags can be utilized after storms for flowerbeds, landscaping, and recycling.
However, if water reached your sandbag, dispose of it professionally in case oil, sewage, or other bacteria-contaminated it. Burlap was once the main material used for sandbags.
Today, we use polypropylene plastic, like what is used for fertilization bags. This is much stronger and cannot decompose as easily when subjected to the elements, like hurricanes, tropical storms, or any other catastrophe.
